This is second time this happening to me. The login screen is empty with no user name and password input boxes. I can no login to web interface. From my phone I can still access my mail and everything but not from the browser.

The first thing to do is to clear web browser cache; to ensure the complete purge, open the browser's console (F12 key), click and hold Reload button, then select "Empty Cache and Hard Reload" option in the menu on that button. You can also purge server-side cache under data/cache/ directory of the installation.
If that doesn't help, see if you get any errors in PHP/webserver logs or in the browser's console.
