Is it a funciton of the code or the browser to save, or prompt to save the login and password as a part of the new PHP Lite WebMail?

WebMail Lite doesn't save login/password information for future sessions. However, many browsers including Firefox, Internet Explorer and Opera are able to store those data for you.
