Can we use MailBee.NET Queue as relay service?
In other words can I send emails through MailBee.NET Queue from Outlook Express SMTP.

If you mean that queue should accept mails over SMTP to relay them further, it's not designed for that as it works on filesystem level for incoming mails. What you're looking for would require SMTP server rather than a client.
