Does mailbee work for both reading, sending from, and moving and forwarding messages from public folder in ms-exchange?

If that folder is accessible through IMAP protocol as other IMAP folders, this will work. To check if the folder is accessible through IMAP, you can configure your MS Outlook to access it through IMAP protocol, not through MAPI. If MS Outlook is able to perform the actions in such mode, MailBee will be able too.
