DNS cache states all SMTP MXes for the domain charter.net" are not available or broken."

My problem is how do I know if the domain doesn't exist or its a temorary problem from the domain?

There's no "temporary problem" term for DNS and there's no way to learn what you need. If you got DNS error for a certain domain, that means there's a permanent problem with that domain. It may look like temporary though. However, it's possible to distinguish between DNS and all other errors.
