          Each individual user has a number of settings he can choose from.

 |  As an administrator it should be possible to setup defaults for these.
 Ex. Reading new messages when login.
 I changed the initial value when creating a new rec i SQL - it seems to work.
 Now I have realized that users don't understand that when they have deleted a mail in Webmail its still accessible from outlook/outlook express.
 How is it possible to change the default rules for deletions?

          Not entirely sure I understand what this is about. WebMail Pro PHP does not store mails locally, it accesses and deletes them directly on the email server. Thus, if email message is deleted from the server, it's no longer possible to access that email message. If another email client still allows for accessing a message even though it is actually deleted, that's something to be taken to that client's vendor (Microsoft in your case perhaps) as that's clearly a syncing problem.
