AfterLogic WebMail isn't really a service, it's an application you can install on web server to access email accounts on pretty much any POP3 or IMAP server - this can be your GMail account, or mailbox(es) provided by your web host, or the account you got from ISP, etc. Note that WebMail can only be used to access existing email accounts, i.e. you can't create new mailboxes with it.
You can find more info in the product documentation for PHP and ASP.NET versions of WebMail Pro. There are Lite versions available as well.
